If 30 lac citizens file 3 crore applications( 10 per year) on issues of governance, small changes would occur.... 1 crore times a year!
This would cumulatively bring a huge change in the governance of India.
We can do this, and we will.

भुखमरी से मर रहे बच्चे, आत्महत्या कर रहे किसान, शोषण का शिकार हो रहे दलित, सैकड़ों साल पुराने बसेरों से खदेड़े जा रहे आदिवासी, कारखानों के लिए जमीनों से बेदखल हो रहे किसान, अलग-थलग पड़ रहे अल्पसंख्यक..वे जानते हैं कि कुछ ऐसा है जो बहुत गलत हो रहा है. वे जानते हैं कि व्यवस्था काम नहीं करती, ये क्रूर हो गई है, इसमें इंसाफ नहीं मिलता और ये बस उन्हीं के लिए है जो इसे चला रहे हैं. कुलीन वर्ग से ताल्लुक रखने वाले हम लोगों को समझना होगा कि हममें से ज्यादातर इस व्यवस्था से मिले हुए हैं. ज्यादा संभावना यही है कि हमारे पास जितनी ज्यादा सुविधाएं और पैसा है इस अन्यायी व्यवस्था को पनपाने में हमारी भूमिका उतनी ही बड़ी हो.

हमें नए कानूनों की जरूरत नहीं है. जरूरत है तो ऐसे लोगों की जो पहले से ही मौजूद कानूनों पर अमल सुनिश्चित कर सकें. आज हमारी सारी संस्थाएं और प्रक्रियाएं जर्जर हो रही हैं. हमने उन मूल्यों और दूरदृष्टि के साथ ही समझौता कर लिया है जिन्हें ध्यान में रखकर इन संस्थाओं की नींव रखी गई थी. अब हर संकट की घड़ी में क्षत बचाने के लिए हम साहस के चंदेक व्यक्तिगत उदाहरणों पर ज्यादा निर्भर रहते हैं. हमें ये याद रखना होगा कि महान व्यवस्थाएं और समाज ऐसे प्रेरणादायीकार्यों की एक समूची श्रंखला से बनते हैं जिनकी सोच निजी स्वार्थ के परे हो. अपने ऊपर से प्रेरणा पाकर लोग अपना सर्वोत्तम करने का प्रयास करते हैं. चारों तरफ नजर दौड़ाइए. कितने कांस्टेबल, हेड कांस्टेबल, सब इंस्पेक्टर ऐसे होंगे जो उन भ्रष्ट लोगों के लिए अपनी जान दांव पर लगाएंगे जिनकी सेवा में वे तैनात रहते हैं.

पिछले कुछ दिन से हो रहे प्रदर्शन और नारेबाजी सामूहिक तौर पर अपना गुस्सा निकालने से ज्यादा कुछ नहीं. सच पूछिए तो नेता भी वही कर रहे हैं जो हम कर रहे हैं. यानी सिर्फ अपने लिए सोचना, ज्यादा से ज्यादा कमाई करना और देश की बेहतरी के रास्ते में खड़ी चुनौतियों से मुंह मोड़ लेना. बस नेता की पहुंच ज्यादा है तो वह ये काम ज्यादा बेहतर तरीके से कर रहा है.

One Scheduled Caste identified post of “Professor” hijacked (missing) in Banaras Hindu University

Information sought under RTI act 2005 from Recruitment & Assessment Cell of BHU that there are 52 identified post of Professor in the University vide letter AA/VI-RAC/304 dated 17.09.2010. Same data was provided to the info-seeker by the UGC, vide letter no F.N.8-27/2011(SCT) dated 01.12.2011. Whereas on the complaint of the MP Singh, Secretary PROJECT VIJAY, subjected for filling up of the backlog vacancies in BHU to Dr. P. L. Punia, Hon’ble Chairman, National Commission for Scheduled Castes, BHU’s RAC replied to P.S.Mehta, Research Officer, NCSC vide letter no AA/VI-RAC/819 dated 17.01.2012 showing that the identified post of the Professor (SC) is 51.

Surprisingly: Two contrasting answer for the same Question

Info seeker, Mahendra Pratap Singh, on 10.02.2011 asked BHU under RTI Act 2005 “What are the initiative’s drawn by the Banaras Hindu University for the full-fill the backlog of Teaching & Non Teaching Staff” CPIO replied on 12.03.2011 by Letter No. AA/VI-RAC/694 that “All the reserved vacant teaching and non-teaching posts for SC/ST/ and OBC have been advertised and recruitment process are goning on to fill the same”. Again info seeker filled RTI on 29.11.2011 asking Year, Department and Category wise no. of the post, that have been advertised under the Special Recruitment Drive for filling up the backlog reserved vacancies for SCs, STs and OBCs of Teaching post in the year 2008, 2009, 2010 and 2011 in Banaras Hindu Unversity” …..to this CPIO replied by letter no. AA/VI-RAC/219 dated 29.12.2011 that “….no special recruitment for SCs, STs and OBCs of the Teaching posts has been advertised…”.

Now it is very much clear that CPIO RAC has violated the Section 7(1) of RTI Act 2005.

National SC Commission strict on Project Vijay’s complaint regarding the harassment of SC people in BHU Varanasi

Mahendra Pratap Singh, Secretary PROJECT VIJAY sought information under RTI Act 2005, regarding the harassment of SC employees/student in Banaras Hindu University, Varanasi and found that condition of SC/ST Employees and students is very pitiable and when he inquired about it from the victims, he found that the BHU officials[the accused] are never punished or any disciplinary action is against them at any level, instead the victims are harrassed and suppressed.

Mahendra filed the same complaint to the Hon’ble Chairman, National Commission fro Scheduled Castes and it has asked the Vice Chancellor of BHU to provide information regarding the delay done/disposal in the cases of attrocities/discrimination with the SC people, within thirty days of the received letter vide letter no. 16/113/U.P./2011/E.S.D.W. or the VC BHU can be summoned under Article 338 of the Indian Constitution by the Commission for the same.

RTI Reveals: Gandhi Jayanti not celebrated in Gandhi’s Nation

Project Vijay is a youth cantered social organization registered under the Society Act. One of the central aims of the organization has been to cultivate and encourage patriotism among the citizen. There has been a thorough the study of the National Holidays like Republic Day, Independence Day, Gandhi Jayanti and Ambedkar Jayanti by Mahendra Pratap Singh, Secretary, Project Vijay for the past one and half years. In series of attempts, the Maharatna and Navratna Institutes/Units/Organisations of Govt. of India (GAIL, SAIL, BHEL, ONGC, NTPC & IOCL), Higher Education Department, UGC, MHRD and Research Institutes of the Govt. of India were questioned on the issue of the expenditure done in these Institutes/Units/Organisations in last five years 2005, 2006, 2007, 2008 & 2009 (Through RTI Act 2005) on the celebration done on these National Holidays and their foundation day celebrations. The figures that came to us were quite surprising and full of anxiety. These Institutes/Units/Organisations spend thousands of Rupees for celebrating the foundation day of the concerned Institutes/Units/Organisations but never spend a single penny for paying homage to the founder’s of our nation, Gandhi’s betrayal in his own nation is really shocking.

Instances show that the compiled RTI data on all the units of GAIL have spent not a single penny on Gandhi Jayanti & Ambedkar Jayanti. The PATA Unit of GAIL spent over 12.5 Lakhs on the Foundation Day of GAIL. They are not ashamed of the fact that Gandhi who gave us a free air to breathe and Dr. Ambedkar who gave us a Constitution to act by, are completely neglected and betrayed. The similar figures come from ONGC and SAIL also. NTPC asked for the amount required for the preparation of the information. BHEL & IOCL disposal of requisite to provide information under section 7(9) RTI Act 2005.

The eminent CSIR Laboratories, the research organization of the Govt. of India spend millions to celebrate the CSIR foundation day but never try to remember Gandhi ji. Report and statistics show that there are a few institutions who don’t care to spend even on the Republic Day, Independence Day and Ambedkar Jayanti.

Even the Institutes of Higher Education IIMs, Central Universities etc. are least bothered to remember them. Choudhary Charan Singh University, Meerut (UP) presented letter, written by Dr. Chandrabose in a RTI reply (Letter No. 5339 Dated 09/08/10), in which it was stated that from 2005 to 2007 not a single penny was spent on Republic Day, Independence Day, Gandhi Jayanti and Ambedkar Jayanti, with the exception of 15 August 2007 when Rs. 2000 were spent for line by lime “Choona Dalwaya”. Shame on the University which spent Rs. 2000 for line by lime but not a single rupee on the flowering petals. Shah Goverdhanlal Kabra Teacher’s College, Jodhpur, Rajasthan in an answer to the question of RTI replied (Ref No. sgktc/Ju./282) wrote- “14 April-Expenditure Nil-Due to Holiday, 2 Oct- Expenditure Nil-Due to Holiday” If this is the situation of the Teacher’s College that they are not recognizing the importance of these National occasion’s then what can be expected of the youths.

Under RTI Act 2005 when informations regarding National Holidays were asked in name DoPT, Govt. of India; dated 29/07/11 then instead of replying they forwarded it to the Ministry of Home Affairs (Ref No. F.No.19/1/2011-JCA-2 Dated 05.08.11) Ministry of Home Affairs, Govt. of India through a letter (Ref. No. A-43020/01/2011-RTI Dated 16.08.11) forwarded it to the Public Section which again forwarded to the DoPT Govt. of India (Ref. No. 24/125/2011-Public Dated 29.08.11) saying that the information are not related to the Dept. of Public Section, Ministry of Home Affairs, Govt. of India. These documents reveal the absence of a strict rule and regulation for the Govt. Institutes/Units/Organisations regarding National Holidays.

The Birthdays of the Father of Nation Mahatma Gandhi and the Chairperson of the Drafting Committee of the Indian Constitution Dr. Bheem Rao Ambedkar are Gazzeted Holidays. The Bureaucrat’s, Politician, Technocrat’s and the millions of the officials sit at their home with their families celebrating these days as holidays. What should this be called the irony of fate for our nation or its misfortune ?

The ruling Government that has been the major participator in the Indian Freedom struggle comes with a great gap between its manifesto and practical execution, it is clear from the compiled RTI data. Gandhi ji and Ambedkar ji have become merely vehicles to reach their success by the politicians.

PROJECT VIJAY appeals to the Government of India and the State Governments to issue departmental directions to all the departments starting from the basic education to the governmental and the semi-government offices that Gandhi Jayanti and Ambedkar Jayanti be celebrated and the various departments and offices should send the report to their concerned authorities.

In addition to this we filed an appeal via speed post to Hon’ble President of India, Hon’ble Prime Minister of India, Chairperson UPA Smt. Sonia Gandhi & Youth leader Shri. Rahul Gandhi regarding the celebration of Gandhi Jayanti in the Government or Semi-Government Institutes/Units/Organisations.

Nation is above all in any country and until & unless we have a respect for our freedom fighters of the nation, our nation shall be converted in the category of the developing and would be a developed nation.

Reservation policy being mocked at Banaras Hindu University

After independence, On 26^th Jan 1950 the Constitution of India came into force. The provisions of reservation in government jobs were made for the social upliftment of backward, downstream Scheduled Castes & Scheduled Tribes of society. In the decade of 1950 the population of educated Scheduled Castes & Scheduled Tribes was almost equal to nil. There was complete hold of high caste people in the field of education. By and by social awareness found its place in society and depressed labourers of suppressed society managed to educate their children in adverse conditions, to enable them to get government jobs with the support of reservation. Gradually the standard of education increased and the persons of backward classes found a bit place in government jobs. The so-called high castes and fundamentalists always tried to obstruct the progress of the people belonging to deprived and backward classes, because they opined that if some of these people become educationally advanced, their whole society might be well educated.

Project Vijay, carried a deep study on this issue and targeted the renowned Asia’s no. 1 University, BHU, which was established by Mahamana Pandit Madan Mohan Malviya in eastern Uttar Pradesh, the backward region of India.

Embracing the RTI Act 2005, Mahendra Pratap Singh, Secretary PROJECT VIJAY sought information regarding the vacancies and backlogs in the posts of Professor, Associate Professor & Assistant Professor existing among Scheduled Castes/Scheduled Tribes & other backward communities. The position which was conveyed was surprising and serious. There are 594 Professors in BHU out of which the number of Professors in the Scheduled Castes category is only two, rest all belong to General category. The figure of Associate Professor is 319, out of which only 22 belong to Scheduled Castes and only one to Scheduled Tribes and ten belonging to Other Backward Class, rest of all belong to general category. For the post of Reader there are 44 teachers all of them occupied by the so called high caste people. The figure of Assistant Professor is 388, out of which 79 belong to Scheduled Castes category, 23 to Scheduled Tribes and only 19 goes to Other Backward Class.

As per the provision of reservation the seats ensured for Scheduled Castes is 15%, for Scheduled Tribes 7.5% & for OBC 27%. As is evident from BHU’s letter no. AA/VI-RAC/304 dated 17.09.2010, the backlog vacancies for the post of Professor is 52 for Scheduled Castes, 25 for Scheduled Tribes and 102 posts of Associate Professor for Scheduled Castes, 51 for Scheduled Tribes. Further 109 backlog vacancies for the post of Assistant Professor for SC and 77 for Scheduled Tribes has been pointed.

The Ministry of Personal and Training, Government of India (DoPT) 2005, after the UPA Government came in power in centre, has been issuing orders to fill up the backlog vacancies through the special recruitment from time to time but it lacked sincere implementation. An official memorandum has been issued to fill up the backlog through the special recruitment drive vide DoPT order no. 36038/1/2008 dated 20.12.2010. But it seems all these orders are only to befool the depressed class. The truth is far-far away. If such a contrast prevails in a university like BHU, the position of other universities can be easily imagined.

PROJECT VIJAY is one by one collecting the figures of reservation status from all the Central universities, Central Educational Institutes, Central Research Institutes etc. and will very soon prepare a detailed report of the reservation status thereof, which will clarify the propaganda adopted by our leaders to uplift the backward and downstream peoples of the our society. All are sailing in the same boat, be they NDA, UPA or other state governments.

This report has been published in the national monthly magazine Dialogue India in the April edition. As a result of the report just after a week the Hon’ble Minister of Human Resource & Development Mr. Kapil Sibbal issued orders to fill up these vacancies at the earliest.

NCERT highly appreciates the effort of PROJECT VIJAY regarding the proposal to include RTI Act 2005 in the curriculum for Secondary & Higher education in India

VICTORY OF PROJECT VIJAY

Project VIJAY is a registered youth organization that strives to free our country from the social, economic and political evils and promote development for the weaker section of the society. In this regard, it has extensively used the Right to Information Act to uncover numerous cases of corruption in Government offices, schools, colleges, scientific institutions, etc. Project Vijay aspires to empower the people of the country by making them aware of their rights and duties. It has organized numerous RTI awareness campaigns and seminars too.

On 25-02-2010 the Secretary of Project Vijay, Mahendra Pratap Singh sent a proposal to the Kapil Sibal, Hon’ble Minister of HRD and some other higher officials of Union Government, highlighting the importance of the RTI Act 2005 in the curriculum or secondary & higher education of India (Ref No. pv/rti/05) so that youth of the country may take part for the welfare of the nation.

In response, Ref F. 11-01/2010-Sch.4, Mr. Gulab Singh, Under Secretary Govt. of India, Ministry of Human Resource Development, Department of School Education & Literacy forwarded it to NCERT on 22-06-2010 for examining the proposal & sent comment directly to us following intimation from the HRD Ministry

Where NCERT received the proposal with great appreciation and replied with Ref No. F. 10-62/2010-C&P on 23-07-2010 by promising for development of new supplementary reading material on RTI to strengthen the understanding and implementation of the RTI Act 2005 since it promotes accountability and transparency in the functioning of public institutions. It is hoped that this effort will further help educate the youth of our country on how to fight the menacing corruption in our country in a fast and forceful manner using their constitutional rights.

We would like to express our gratitude to the Union Government for accepting this proposal and hope that the the RTI Act will be further incorporated into the syllabus for higher education. We also hope that the media will take due steps to promote sensitization of this Act and bring it to the knowledge of citizens of India so that they may use it for the benefit of the nation and safeguarding of their own rights.

This is to inform you that I am a social activist wand have been using RTI Act for social welfare & elimination of corruption from higher education, along with other areas of social justice and working for nation integration as a responsible citizen of our pride nation & secretary of PROJECT VIJAY . I had to reach railway station for Varanasi by Train No. 0458 Train Name ANVR BSB SF SPL, PNR no. 230-6614506, which was scheduled to depart from Lucknow JN 02:00 AM today (25th May 2010) to Varanasi, but i met with an accident last night (Time 00:45 AM & Place- Lohia Fourway, near Ram Manohar Lohiya Park Gomti Nagar Lucknow Uttar Pradesh). The accident which looked intentionally planned, occurred with a new white car with dark black window glasses (don't know the brand name) which hit my bike deliberately due to which one of my legs got fractured and I could not reach to Lucknow Railway Station. Moreover, it returned at the same spot after a little while to inspect the amount of damage done and speeded away.

Its my kind request to the authorities to be more vigilant so that activists like me would not have to go through such incidents.

Several discrepancies in the malfunctioning of Uttar Pradesh Technical University, Sitapur Road Lucknow (UP)

Uttar Pradesh Technical University, to which over 500 colleges are affiliated, is Asia’s biggest Technical University. Ironically, the same body seems to be one of the most corrupted and inefficient bodies with the lives of over 3,67,000 students being toyed with at the hands of an administration bent on making money. The students are enrolled into these colleges at great financial burden to their parents who take loans and sell property to pay the exorbitant fees unaware of the uncertain future to which they trust their children to.

As highlighted in recent media reports by “Aavaran Katha”, “Nishpaksh Pratidin”. “Samar Shikhar” and “Swatantra Bharat”, the majority of the new colleges affiliated to UPTU are fake and illegally maintained. The discrepancies have come to the fore now that the Central Bureau of Investigation has begun taking action against those responsible for this scam. In a sad display of the level of corruption in our country, the former Director of the National Botanical Research Institute, Lucknow (UP) Rakesh Tulli, inspite of complaints of illegal activities and forgery, by the Prime Minister, Parlimentarian, Maneka Gandhi, Murli Manohar Joshi, CBI and High Court, was made the Director of the National Agro Food Biotechnological Institute in February. After illegal transactions worth crores since 2005, when he became the Director, it didn't take him long to jump bases to NABI from NBRI, Lucknow after his scam was exposed. Through forged documents, fake names and deceit, he managed to "write off" equipment worth about to one crore which never actually arrived at the laboratories. Moreover, he even faked his qualifications for the post. For instance, he has an M.Sc. degree in only 1 subject as opposed to 3. He prophesied a Ph.D. from Gujrat University, even though the university denies ever awarding class distinctions to Ph.D. scholars.

It is obvious that Dr. Rakesh Tulli has mislead the scientific community and stolen away public money for his own personal greed. Youth organization, Project Vijay has been reaching out to every medium from CBI to the Government in a bit to end this horrifying case of corruption. It is hoped that strict action will be taken against him instead of allowing him to run free and continue being a liability to our nation.

Severe inconsistencies in the M.Tech program in Biotechnology at Institute of Engineering & Technology College, Sitapur Road, Lucknow (Constituent College of Uttar Pradesh Technical University). Due to gross negligence and horrifying inefficiency, the stipulate period of completion of a course is often extended well beyond the required 2 years causing great problems to the students concerned.

A major cause of this trouble is the inexplicable delays in declaration of results after the examinations. Even when the results are declared, it takes extremely long for the marksheets to be made available to the students. The declared results too contain many abnormalities as students marks are often exchanged with one another. For instance, students who appeared for their examinations in the year 2006 are yet to receive their marksheets after their results were declared.

In addition to this, the dissertation project or thesis, which is supposed to be completed within 6 months often runs into long periods between 1 and 1.5 years due to lack of availability of professors for their assessment. The reason for this is not too hard to find, there is only one permanent faculty in the department.

Therefore we request the concerned authoritative bodies to take immediate actions to ensure that the quality of education is restored at the I.E.T. College and students do not have to face a loss of credibility in their educational qualifications and be subjected to endless pressure and uncertainty.

Financial embezzlement of public money, about 75 Lakh by Dr. Tuli (Former Director NBRI, Lucknow)

PROJECT VIJAY officials has exposed financial embezzlement of Dr. R. Tuli to the extent of Rs. 50.00 lakh and filed complaints to VP CSIR, CBI & CVC on 4.2.2010.

Govt. agencies like CBI and CVO, CSIR have taken cognigence of complaint filed by Project Vijay officials.

CBI has forwarded the complaint vide by No. 515/C dated 8.2.2010 to HOZ (ACHa) Lucknow on 8.2.2010.

CVO, CSIR has also setup an inquiry in the matter. Project Vijay officials have found out that the total financial embezzlement is around one crore. Dr. R. Tuli using his power and post has written off equipments of worth about 75 Lakh alone in his name. A latest list has been supplied to CBI and CVO, CSIR. Majority of the equipments were never came in NBRI and never installed and were declared written off.

CSIR has desired investigation on the matter and we have come to know the following:

A committee consisting of only NBRI officials has been made which consists of favorite officials/friends of Dr. R. Tuli to hush up the matter in 2 weeks.

COA Shri Dhirendra Kumar has been removed from NBRI on 10.11.2009 on Saturday so that fair investigation can be manipulated.

Committee will try to take photograph of similar equipments from some other sections in NBRI or sister labs of CSIR, Lucknow & there is a plan to send a report to CSIR just to hush up the matter as if everything is normal.

It is also planned to bring material from “Kabari” & somehow justify the presence of equipments.

It has been given to understand that a lot of missing equipments, NBRI store has refused these to be declared as written off then Dr. R. Tuli got it issued in the name of his favorite scientist Dr. P.K. Singh, but the fact is that those equipments are not at all present in NBRI. Thus Dr. R. Tuli has saved himself from this corruption & left his colleagues to face the music & get implicated in vigilance cases and face financial recoveries.

It requested to immediately all records must be ceased & the material should be inspected on the basis of serial numbers of equipments in presence of CBI officials so that truth can be ascertained.

We want to thank our government on behalf of PROJECT VIJAY team, for the revision in the emoluments provided to research scholars.This letter is with reference to the Office Memorandum released by Finance Officer Technology Bhavan 31st March 2010 (Copy of OM Enclosed) containing the information regarding the respective increase in the emoluments received by research scholars.

As a youth cantered social organization, PROJECT VIJAY was requesting the government to reform the emolument structure of the research scholars for a long time and this revision is definitely a good remuneration of the efforts made by the organization as we also written letter to concerned authorities for same (Copy of letter is enclosed).

We appreciate the increase in the present emoluments of research scholars but,this structure is also not at par with the work and service of research scholars and, we are sure that government will further increase the emoluments received by research scholars to encourage research and development by making it a highly paid and attractive career option for professionals.

Shri. U S Tomar, Registrar Uttar Pradesh Technical University (UPTU), violated RTI Act 2005

The Right to Information Act was introduced by the Government of India in 2005 to curb the growing corruption and lack of transparency. The Act has been in force in Uttar Pradesh along with the rest of the the country since then.

But it is a sad truth that even the Registrar of UPTU, Shri. U.S. Tomar to which over 500 higher educational institutions are affiliated to is unaware of the basic provisions of the RTI Act. This is apparent from a recently filed RTI in which he questions the utility of the information requested by RTI Activist of PROJECT VIJAY, that too only after an appeal was filed when there was no response to the RTI for 31 days. Article 6 (2) of the RTI Act clearly forbids any official from questioning the purpose of an RTI from the applicant. Moreover the response doesn't even clarify whether the response has been given through a Public Information Officer or an Appellate Authority. The RTI filed simply requested a list of officials employed at the universities and their number. There was no question of the information being unattainable or of extremely cumbersome nature.

Moreover RTI Activist filled the complaint in Uttar Pradesh State Information Commission.

It is therefore essential that Shri. U.S. Tomar, Registrar Uttar Paradesh Technical University (UPTU) Sitapur Road Lucknow should be relieved from his duties with immediate effect and the legalities of ther RTI Act 2005 be maintained.

To this end, Project Vijay has sent a letter to Shri B.L. Joshi, Honourable Governor of Uttar Pradesh. Hopefully, strict action will be taken as an example to all those who are still sleeping int heir corrupt offices and so that citizens are not afraid to awaken the enormous power of the RTI Act 2005.

The most important thing which is being noticed that not only youth but children have also started consuming tobacco at the early age of 6 yrs. The age range of consumers are falling day by day. As a fact we know 8-9 lakh Indian die because of tobacco related disease every year. Everyday 5500 Indian youth start smoking, they must be protected. This camp was an initiative toward making India free from the tobacco. Free dental/oral health checkups followed by a Rally with the citizen of slum area has also been conducted. The camp was accomplished with the pledge ceremony by the children of slum area about quieting the habit of tobacco. 13 Mar 2010, PROJECT VIJAY organised a awareness programme for the J.J cluster people in Kidwai nagar.The people were told about 42 policies of Delhi Govt and and to motivate them we also conducted on the spot test and two women were given prizes for best understanding of the policies. One of the group ladies was handed over a copy of the Delhi Govt policy document and made in charge to collect the details of the people who could be benefited under the various scheme.

This activity was supported by Pramaod Chawala Sir and Mr Tewari Sir from NNFI. Maj Alok Kishore also extended his support by commiting to draft required documents on behalf of these people.

Report shows the poor plight of jailed humans in the jails of Uttar Pradesh. The mean overcrowding index of 53 Districts is 1.89. A look at the overcrowding index makes it clear that U.P. jails have high overcrowding index to the tune of 3.76 as in Moradabad Jail. This means that on an average 3.76 humans are being kept in U. P. Jails having facility of only 1 human. The position of these jails is grossly violative of human-rights and is highly undesirable. The problem needs to be addressed at your level on top priority basis.

Using the favours of Right to Information Act 2005, Officials of PROJECT VIJAY have procured information / documents regarding Amity University, Noida , U.P. These documents are real shocking and contain serious/confidential information. The aforesaid documents prove that the establishment of Amity University, Lucknow is due to the manipulative collusion of senior officials Centre and State Government. The University is running various programmes unconstitutionally, charging exorbitant fees thereby misguiding the guardians of the students enrolled under such programmes.

Establishment of Amity University

According to obtained documents, Amity University Noida Uttar Pradesh Act 2005 (UP Act No. 11 of 2005) has been released on 24th March 2005.

According to public notice of UGC dated 15.06.2009 "It is also informed that private universities cannot affiliate an institution / college. They cannot establish off campus centre (s) beyond the territorial jurisdiction of the concerned state. However they can establish off campus centre (s) within the concerned state after their existence of five years and with the prior approval of the UGC. So far, UGC has not approved any off campus centre (s) of any private institution.

Inspite of the aforesaid provision, Amity University is running two off campuses in Viraj Khand, Gomtinagar and in Malhor of District Lucknow.

Land Issue of Amity University, Lucknow Campus

As per rule, before granting recognition to any University it is necessary for the officials of the concerned department to ensure that the land of the proposed institution is registered under its name only.

When the officials of Project Vijay investigated the issue under RTI Act 2005, the Tehsildar of Sadar, Lucknow revealed the fact that the land of functioning off campus of Amity University does not belong to the establishment.

Misusing of UGC’s Monogram

Although UGC in its open letter dated, 17th March2009 has made it very clear that “no private University or private educational institution can use UGC's monogram in its website”.

Unhesitant Amity University is waywardly showcasing the monogram of UGC in its website.

UGC has acquainted in their open letter dated 19th May 2009 that they have directed Amity University, Uttar Pradesh not to use its monogram.

Misusing of UGC 's name in advertisements

Amity University in its advertisement for admission for session 2009 -10 has printed the monogram of UGC and it was also mentioned that “Amity University is recognised by UGC".

While UGC in its letter dated 3rd March 2009 has specified that UGC has not granted Amity University, Noida, U.P. any letter regarding its recognition.

Besides this, according to Central Information Commission’s judgement no.CIC/OK/A/2008/01205/SG/0375 's serial no. 2 - "UGC does not recognise Universities. UGC makes inspection of private Universities for the assessment of infrastructure/ academic facilities available in the private universities”.

Unconstitutional Distance Education Programmes conducted by Amity University Uttar Pradesh

As it is apparent from the public notice of UGC dated: 15.06.09 “For running programmes in distance mode, the approval of Joint Committee of UGC - AICTE - DEC is required .Distance Education Council is the coordinator of Joint Committee “.

IGNOU, the constitutional body for DEC, has made it apparent in its letter no. 2506 dated: 12.08.2009 that “DEC has not accredited any programmes of Amity University as yet ".

Besides this, also the Engineering and Management courses conducted by Amity University Lucknow Campus, not recognised by AICTE.

These discrepancies stand as evidence themselves. Due to the manipulative collusion of high officials of Higher Education Department Uttar Pradesh, University Grant Commission, and other constitutional bodies like Distance Education Council, AICTE , Architecture Council of India, Bar Council of India with Amity University by providing them silent approval and hiding discrepancies in documents and modifying the facts .

Amity University, Uttar Pradesh is able to run its Lucknow campus and Distance Education Programmes illegally as per the public notice & media cuttings.

On the same matter complaint is filed by PROJECT VIJAY to the concern authorities for the investigation of such serious issue

Now its your decision to opt or discard Amity University while you plan your child's future. But we would like to ask some question to you,

Do you think it is expected of an educational institution to use false facts to mislead the students
Do you think such an institute can impart quality education with some moral – values
Are students of such institute literate or simply educated
There are many such questions in the hearts of Indian parents who spend their hard-earned money on their children's education.

Conclusion of Regular PROJECT VIJAY meet (7th March 2010)

On last Sunday, dated 7^th March 2010. A regular PROJECT VIJAY meet was organised at one of the room of PROJECT VIJAY member. Twelve people were present in this meet most of them are new comers and they have taken some responsibility. Mahendra initiated the meeting & Pawan demonstrated the PROJECT VIJAY and its objectives, working style and achievement in detail.

PROJECT VIJAY is a youth movement against corruption. Dr. R. Tuli has created a false impression among scientific fraternity and higher authorities that he is a very great scientist, however, the members of PROJECT VIJAY initiative have caught a scientific fraud of Rs. 150.00 crore of public money and waste by Dr. R. Tuli, Director, NBRI who is cleverly leaving NBRI on Sunday 07.02.2010, it is related to publication wrong and fabricated and data information relating to research paper publications/research outputs in his CV and even in NBRI annual reports and thus defaming NBRI / CSIR in entire scientific community of the world.

It has been given to understand that Dr. R. Tuli is habitual of making false claim of his research achievements and thus befooling public and govt. authorities on the basis of his false claims. Dr. R. Tuli is doing this from the very beginning.

False claim of research papers

Annexure I attached with this eMail reveals that Dr. R. Tuli Director, NBRI has submitted a CV / application for obtaining the post of Director, NBRI in the year 2005, in his application under heading “Research Paper” he mentioned 48 research publications to his credit, however, this was a wrong information because 3 Newsletter items (at Sl. No. 10, 13 & 15 at page no. 7 of CV) were shown as Research papers and thus his claim of 48 research publications was fabricated.

False claim about technologies

In the same CV he has submitted false claim of bring several lakh rupees from BT cotton technology in NBRI developed by him.

Annexure I, Page 10 at Sl. No. XI point no. 2 shows that in his application submitted in 2005 he mentioned that he has undertaken Swaran Bharat Biotechnology Pvt. Ltd. Project entitled “Development of Pharmaceutically important plants” of Rs. 70.00 lakh and obtained 3% royalty to NBRI. NBRI vide letter no. Info/RTI-243/2008 dated 26.02.2008 confirmed that Dr. R. Tuli has not received any royalty in this technology and the project value was only 25.00 lakh & not Rs. 70.00 Lakh.

Annexure I, Page 11 at Sl. No. XI point no. 3 shows that Dr. R. Tuli in his application in 2005 mentioned that he has licensed BT Cotton Technology to J.K. Agri Genetics, Kolkata in Rs. 35.00 lakh with a 3% royalty to NBRI after signing an agreement with them in 2005. NBRI letter Info/RTI-241/2009 dated 3.3.2009 shows that all the three claims were found wrong. Viz. I- NBRI received only Rs. 20.00 lakh upto 2009 from J.K. Agri Genetics, II- no royalty came in NBRI and III- also the license was not given in 2005 but it was given in 2006 as published on Annual Report page 109 of NBRI Annual

Annexure I, Page 11 at Sl. No. XI point no. 4 shwos that Dr. R. Tuli mentioned that he has sold his BT Cotton Technology to Navsari Agriculture University and Gujrat State Seed Corporation for Rs. 30.00 lakh and 15% profit to NBRI. NBRI letter Info/RTI-242/2008 dated 28.2.2008 shows that upto 2009 NBRI received only Rs. 20.00 lakh only and there was no profit to NBRI.

SBBPL letter dated 8.4.2008 shows that his overall claim of developing transgenic cotton was found totally wrong because Dr. R. Tuli’s technology of insect resistant BT Cotton seeds has failed measurably and SBBPL has shown displeasure on this.

PROJECT VIJAY officials has seen two recent reports of NBRI published by Dr. R. Tuli Director, NBRI in the year 2007-08 and 2008-09 and found wrong and fabricated data in Annual reports of NBRI as is evident from the following details:

Annexure II is the page 7 of NBRI Annual Report for the year 2008-09 shows an overview of research publications as under:

“Scientists of the Institute published a total of 208 research papers, out of which 117 were in SCI journals with a total impact factor (IF) of 190.44. As such the average IF per scientist has increased from 1.66 to 2.00 over the last year.”

Annexure III are the pages 118-126 from of NBRI Annual Report for the year 2007-08 shows publication of 172 papers including 115 SCI papers as claimed by Dr. R. Tuli, Director, NBRI.

Annexure IV are the pages 126-136 NBRI Annual Report for the year 2008-09 shows publication of 208 papers including 117 SCI papers as claimed by Dr. R. Tuli, Director, NBRI.

Annexure V shows a critical perusal of papers published in both the years reveals that a lot of research papers which were published in the annual report of 2007-08 were again included in the annual report of 2008-09 so as to show manipulative increase in publications and thus entire presentation about research publications at page 7 of NBRI Annual Report of 2008-09 is wrong and fabricated just to mislead scientific community/ public.

In NBRI Annual Report 2008-09 at Page No. 136, Sl. No. 202 and it is again published at Page No. 136, Sl. No. 11 (Review Article) of the same report.

It is worthwhile to mention that Annual Report of an public funded organization are treated as most reliable and image building official documents and it is stored in CSIR and all its institutions and other GOI department including Parliament of our nation and form a reference to everybody / public.

For example a graphic comparison as claimed by Dr. Tuli in NBRI annual report of 2008-09 viz-a-viz factual data gives different figure enclosed:

If Director publishes a fabricated report, then this is a very serious matter and shows that his integrity is doubtful and suitable action should be taken to defame CSIR/NBRI research credibility.

It has been given to understand that Dr. R. Tuli has been making big false claims of various research outputs, but the ground realities are far from truth and it appears that equipments of crores of rupees have been purchased without any output with vested interest.

It is given to understand a some of Rs. 150.00 crore spent by Dr. R. Tuli from 1992-2005 as Scientist ‘F’/’G’ and from February 2006-February 2010 as Director and no new technology has been developed and funds have been spent only to purchase costliest equipments and pile up consumables and sell these back in market gradually.

PROJECT VIJAY officials have also downloaded a stricture passed from Hon’ble High Court against Dr. R. Tuli and which is passed on 9.12.2010 as under:

“It shall be appropriate for the Government of India/opposite parties nos.2 & 3 to hold enquiry with regard to alleged personal rivalry or wrong in the set up of N.B.R.I. in Lucknow to make the atmosphere congenial to scientific research so that persons working in the N.B.R.I., Lucknow may not be deprived of their research work on any ground in any manner. Their research work/papers may not be misused and scientists at N.B.R.I., Lucknow may work in congenial atmosphere. It shall be appropriate for opposite parties no.2 & 3 to take corrective steps immediately.”

It is to be mentioned that publication of false data is crime and amounts to serious corruption however instead ordering an inquiry in the matter DG CSIR has approved a whooping amount of public money to file a SLP in Supreme Court to stop inquiring against Dr. R. Tuli through Mr. Sandeep Sawrup advocate on 5.2.2010.

We hope you will certainly order an inquiry in the matter by some independent agency other than CSIR like CBI because Dr. R. Tuli has an influence in CSIR and thus all complaints against him are suppressed by DG CSIR and he has been given higher position of Director, NBRI making a mockery of Indian Vigilance system & law enforcing agencies and our government.

Rs. 50.00 Lakhs financial embezzlement by Dr. R. Tuli, Director, NBRI / CSIR.

PROJECT VIJAY “Victory of India by Joint Action of Youth is a youth oriented social organization registered under Society Act (2008-3311-2009) and has felicitated “KARAMVEER CHAKRA AWARD” have come to know a biggest financial embezzlement scandal by Dr. R. Tuli, Director, NBRI who is being relieved from CSIR/ NBRI on 07.02.2010 a date fixed cleverly to go out from NBRI on Sunday (Holiday) so as to perform several illegal transactions in holidays (Saturday & Sunday). The details from reliable sources are as under:

Dr. R. Tuli purchased DNA synthesizer (file No. 1/23/ 2009 dated 27.09.1994) costing about Rs. 5,92,000/- and got it written off few years ago.

Dr. Tuli again purchased DNA synthesizer (file No. 1/61/98-P dated 31.03.1999) for Rs. 1795000/-. This equipment never came in NBRI stores. Dr. R. Tuli himself signed a receiving of challan but cleverly got it issued in the name of Shri Raju Madnala, STA who is a junior assistant of Dr. R. Tuli.

Dr. R. Tuli has become the Director, NABI, Mohali and is being relieved from NBRI on 07.02.2010.

Dr. R. Tuli has been threatening several NBRI staff to declare about 50 lakhs rupees equipments as lost items and trying these to be declared as written off. However Controller of Stores & Purchase (CoSP) officer Shri A.K. Seth was objecting to this illegal action of written off and hence he was harassed by Dr. R. Tuli to the maximum extent and as a result he has to sacrifice his life and finally he died due to brain hemorrhage a few weeks ago. He remained in coma for about a month and became almost bankrupt by spending almost all his deposits consumed in sustaining his life. Thereafter Shri K.K. Singh, Stores officer raised a demand of physical verification but in the similar fashion he was also harassed by Dr. R. Tuli and finally a false and fabricated charge sheet has been issued in his name just to harass him the matter is pending with SC/ST Commission. Dr. R. Tuli after applying various pressure tactics has declared written off equipments of worth Rs. 40.00 lakhs without submitting old equipment as under -

A lot of missing equipments have been transferred on paper in the name of Dr. P.K. Singh, Scientist (it can be checked from the records of stores) in last few days and Dr. Tuli has assured that he will manage write off of these equipments by new Director.

CoSP wrote several representations to DG, CSIR but no cognizance was taken by DG, CSIR and he has been giving full shelter to Dr. R. Tuli to do every kind of corruption and harassment and has not taken action in any of the complaint against Dr. R. Tuli during last 3 years.

Dr. R. Tuli has made a committee of Dr. A.K. Sharma, Dr. Sharad Srivastava, Dr. R.S. Katiyar, Mr. S.K. Mishra, FAO, COA and CoSP to declare all these items written off. The meeting met on 30.09.09 but committee did not agree to declare equipment of Rs. 18.00 lakh to be declared as written off.

He has finally became successful in pressurizing the committee to declared several equipments written off on 02.02.2010.

Attempts were made in the private market in night of 2.2.2010 to purchase certain old equipments so as to replace and show the equipments for the sake of completing formality of stores and for this all relevant officials are being pressurized to accept these old equipments and show its receipt. Store Officer is being pressurized to receive old material (bought from market on 2.2.2010) to accept as receipt in Store records.

Dr. Tuli is still threatening several staff of NBRI to declare the items issued in his name as written off by 04.02.2009 before he leaves NBRI. We therefore request a thorough CBI investigation should be done on this financial embezzlement by Dr. R. Tuli immediately before evidences are destroyed.

A set of specific complaints was sent to various investigating department of Government in September 2009 but no action has been done by DG, CSIR and therefore this has been gone upto this stage. It is also essential to hold a detailed inquiry of total loss and write off done during last 4 years 1.2.2006 to 5.2.2010, then the magnitude of corruption will be many folds as has been informed from reliable sources.

This is a clear cut example of financial embezzlement by Dr. R. Tuli who is a tainted Director. It is requested that Dr. R. Tuli should be suspended immediately and his entry in NBRI should be banned and a thorough CBI investigation is to be done in the absence of Dr. R. Tuli in this matter.

Complaint has already been filled to the concerned investigating department of Government as well as the Ministry of Science & Technology

Because economic and scientific growth are proportionally related to each other.The economic growth depends upon agriculture, infrastructure, manufacturing,IT & TELECOM sector. And the growth of these sector largely depends upon the science&technology.But fro where will this technology comes which had been played an important role for human civilization?? Who are the captains for bringing these technologies? Obviously “Scientists”,”Engineers”,”Doctors”

Are the captains. These are the building blocks of any country who helps the country to achieve their goals. We are under the fan being cool on summer days only because of them We are able to see any thing under the absence of sun light only because of them.We are connected to each other through Internet only because of them. We are feeling healthy only because of them. Shri Satish Shetty, 38 years old, who fearlessly used RTI Act to expose various scams in Pune district, was fatally attacked at village Talegaon was killed by swords by unidentified masked attackers.

Shetty had exposed several major land scams in the Talegaon-Lonavala region, involving wrongful gains in thousands of crores; apart from several other frauds, illegal constructions & black marketeering in kerosene. Earlier, he had also exposed certain corrupt land deals in & around the Mumbai-Pune expressway.

Shetty had dedicated his life to helping people selflessly, to public causes & to improving governance by using RTI, filing criminal complaints & petitioning courts. Shetty was a genuine social worker & an iconic anti-corruption crusader, hence the nation owes itself justice delivery on a war footing

We asks for the following actions from central Government:

1) Identification of accused on a war-footing & their arrest.

2) Proper collection of evidence & witness protection.

3) Adequate police custody and unbiased investigation.

4) Timely submission of charge-sheet. No police delay.

5) Timely trial & conviction. No judicial delay.

6) Exemplary punishment to anyone who tries to protect the accused.

SERVING BLANKET TO NEEDY

Let me tell you about an incident which took place on 23rd Dec, 2009. It was 2 am and the whole town was fast asleep ( no-one give consideration to pain n sorrows of roadside people) . But a group of youngster, PROJECT VIJAY were awake and ready to fulfil their moral duty towards the nation. Roaming on the streets, in the freezing night , these youngsters saw Birju and Sukhdev the road side people in front of Wave Mall Gomti Nagar Lucknow. They were shivering because of low temperature without any shed and blanket . Only a tin banner on there body. That’s the real scenario minus degrees indian nights . We could not do much but still we tried are bestwe provided them with a blanket. Similarly we saw Ram who was sleeping on the Lohia Path in front of Fun Republic Gomti Nagar Lucknow. therefore we tried our 100 % to help Raju, Manoj & Rakesh we took them to GPO Hazratganj Lucknow.

This step might not be enough to protect all such Indians from the cold but at least it was a first step. Sri Shubh Narayan Singh helped us providing the blankets.

In the same context PROJECT VIJAY identifed a mentally Old Man near by 19/1145 Indira Nagar, Lucknow on 31st Dec Evening. Then, we gave some warm cloths to him and handover to Dr. Dhakola, Nirvan Hospital, Ismailganj, Faizabad Road with the help of UP Police Incharge Mr. Santosh Kumar Yadav & Mhd. Izaz Amad.

There is a famous Akbar-Birbal story where a man spends his whole night in the cold river water by just feeling the warmth of a far away lamp. Similarly this story is true for all such poor Indians who live out their nights out on the roads.

Project VIJAY revolutionary youth initiative, Victory of India by Joint Action of Youth is a youth organization based in Lucknow, Kushinagar, Barabanki,Auraiya, Firozabad and other districts. Project Vijay has also started a unit in Delhi and has supporters and silent workers from all over the country. Project Vijay is composed of enthusiastic, honest, highly educated and dedicated young rural and urban minds.

They work to ensure that villagers in the rural sector get complete justice, make full use of available Government schemes, and are fully aware of their rights as a citizen. Today, education is also being largely commercialized and numerous universities are illegally running courses. Project Vijay has uncovered 44 universities in nearby regions which have violated the UGC rules and opening illegal off-campus centres with the help of Right to Information Act, 2005. Project Vijay has also brought to light numerous striking facts about Member of Parliament funds, NREGA, unreasonable increment in fees in educational institution using the RTI Act. Project Vijay is also campaigning for the voluntary declaration of assets by Government officials to introduce transparency into our corrupt Government systems

PROJECT VIJAY “Victory of India by Joint Action of Youth” a revolutionary youth cantered organisation who has materialised the dream of corruption free INDIA, appreciated the step adopted by some respected judges of hon’able judiciary and some senior bureaucrats to declare their fixed and movable assets self willingly in front of populace. It showed that they understand their moral responsibility towards nation as well as citizen of India. The youth from various colleges and institutions came in today’s campaign of PROJECT VIJAY and they all appeal together that the rest of bureaucrats, political parties, non-government organisation, non social organisations which are running by the money of the common people of the nation. They should come forward and must understand their moral responsibility towards the nation and declare their fixed & movable assets publically. Because all the payment and other expense they get, it is all due to the taxes which is given by the every citizen of our nation. Only by this step the accountability will come in the governance which will definitely aid to decline the corruption rate of the nation.

Instead, Project Vijay, decided to dig out the real facts utilizing the power of RTIs. In this regard, Project Vijay’s youth RTI Activist filed an RTI directed to the Central Public Information Officer, Prime Minister’s Office. The RTI was subsequently transferred to the Foreign Tax and Tax Research Division I. The reply to 2 questions pertaining to the release of accounts of Indians in the Swiss Bank to the Government of India was that no such information existed with the division, and third about correspondence between the Indian Government and the Swiss Bank was said to be exempted from the RTI Act. In lieu of further explanations, we wonder if any information does exist with the government, or if the RTI was even forwarded to the right department, considering that the matter had been thus far handled mostly by the Ministry of External Affairs. A second RTI has thus been filed directly to the Ministry of External Affairs pending answers.

All the youth who came in this campaign along with PROJECT VIJAY thinks that, if a law or act does exist right from the time of independence that every bureaucrats and political parties are compel to declare their all assets at every year publically. Then the money of our country which is today in foreign banks remain in our nation and our nation doesn’t suppress by any kind of foreign debt. Our nation doesn’t have lacunas like as illiteracy, poverty & slums. Definitely in our nation its demigod i.e. farmers living a prosperous life and not a single shameful incident like their suicide due to poverty and huge debt never ever occur.

So to speak having a dream of developed and prosperous nation, the youth from University, various colleges, institution’s & slum youth came forward and took an active participation in this youth movement against corruption.

Revolutionary step for voluntarily declaration of Assets by IAS & IPS Officers

In recent times, many questions have been raised over the integrity of our highest administrative officers. In such a scenario, where corruption plagues our Government chambers, a few honourable and hard working officers have undertaken a unique initiative to introduce complete transparency in the system. On 5th November, 2009, three IAS officers- Vijay Shanker Pandey, Sunil Kumar and Renuka Kumar; and an IPS officer of the UP cadre Jasbir Singh voluntarily declared their assets before the Union cabinet secretary. Following this move, many more honest officers including six IAS and two IPS officers have already agreed to declare their assets in a few days as well.

The move has been highly appreciated- both by the sincere and efficient segment of public servants and citizens alike. Such an action will surely help rejuvenated the lost respectability of the civil services and make it much easier to pinpoint corrupt officials. But the action should not be limited to a handful of officers only. There is an urgent need for the same to be undertaken by all al classes of Government officers from A to D grade. And not only those directly working in the name of the government, but the other elements of a good democracy including Social Organizations, NGOs, and important media houses face a moral obligation to present their records on public domain. The spread of corruption to social organizations in the name of community service and media houses creating such a profound impact on the democratic structure by spreading misinformation under profit motives has necessitated this move.

A compulsory display of record of assets must not be merely limited to a moral obligation- nobody tends to take them too seriously. In fact, it needs to be introduced as an amendment Indian Civil Services’ (ICS) Service Rule (SR). For those bodies, who do not yet fall under the jurisdiction of the proposed laws, the public pressure and social responsibility needs to be a guiding force to add credibility to their actions by a formal declaration of assets.

Moreover we need to ensure that efficient and just IPS officers like Mr. Jasvir Sngh are not made sitting ducks at a useless posting with no work to do. We need our men of action to be given the opportunity to exercise their full potential and de-criminalize India, as Mr. Jasvir Singh has so selflessly tried to do- especially in the case of Raghuraj Pratap Singh alias Raja Bhaiya.

The youth of the country hope that such efforts will not go unnoticed, and the current initiatives of the best of our administrative officers will be wholeheartedly supported by the politicians, officers and public alike so that we can effectively weed out corruption from India.

Arunachal Pradesh Students Union had staged a Dharna at New Delhi against the claim of China over AP.The AAPSU movement was supported by students allover the country like Delhi University, Aligharh, Jamia Milia and was also strongly supported by PROJECT VIJAY. In the dharna the AAPSU leader warned the Indian Govt about the danger of Chines infitration into Indian Territory of Arunachal Pradesh and also gave specific incidents a s proof of this. As in the Past in 1962 indians suffered because of Indian Govt the students wanted that the history should not be repeated. Indian Govt. had been caustioned openly so that tomorrow the IndianGovt would not get a chance to say that they were not aware. Since a big percentage of Chineses econmy economy depended on Indian market it was pledged that since the money which Chinese were getting from our country through trade the China would use against us, we should discard their goods unless they behave.Further the students from various universities shuold solidsrity and unity against any external force against India. Congratulations to all who made this event a success. At first I would like to thank Maj Sangeeta Tomar for the unprecedented and unflinching devotion and zeal with which she ran around and dedicated herself to make this event a grand success.

The Topic

“Is hating politics a crime against our democracy” was well selected, since it generated adequate response from the audience. We must also acknowledge Mr. Biraja Mahapatra for his book, ‘My Call’ from where this topic was picked up.

WHY PROJECT VIJAY ?

We Indians are great at commenting on the present state of affairs in our country, but at the same time extremely weak in analyzing the true causes and much less the measures that WE can and are supposed to take to solve the various social, economic and political problems. And even when some of the more intellectual citizens venture to find solutions, they are too lazy to implement it. Moreover, the present surroundings are highly unfavourable to any kind of radical change for a noble cause due to our inefficient and irresponsible administration. We can longer rely on our so called representatives sitting in (or most likely absenting themselves from) the Parliament. In the obvious absence of any dedicated and honest leadership, and unimaginable response to rural and urban development issues by bureaucrats and greedy politicians PROJECT VIJAY was born.

Project Vijay is a youth driven initiative for rural and urban development, to fill the striking gap between what is needed on the part of our Government and oblivious youthful workforce and what actually exists today. Project Vijay is more than a superfluous half-attempt at feeding a few dozens or pointing fingers at a couple of politicians. It is an organized revolutionary movement canalizing the power of the modern enlightened youth to uproot problems like corruption, illiteracy, poverty, socio-political ignorance and other factors gnawing at the very heart of India’s development.

The mission to make India a developed and corruption free superpower has begun and will progress persistently until its objective is achieved.
