PROJECT VIJAY is a youth movement against corruption. Dr. R. Tuli has created a false impression among scientific fraternity and higher authorities that he is a very great scientist, however, the members of PROJECT VIJAY initiative have caught a scientific fraud of Rs. 150.00 crore of public money and waste by Dr. R. Tuli, Director, NBRI who is cleverly leaving NBRI on Sunday 07.02.2010, it is related to publication wrong and fabricated and data information relating to research paper publications/research outputs in his CV and even in NBRI annual reports and thus defaming NBRI / CSIR in entire scientific community of the world.
It has been given to understand that Dr. R. Tuli is habitual of making false claim of his research achievements and thus befooling public and govt. authorities on the basis of his false claims. Dr. R. Tuli is doing this from the very beginning.
False claim of research papers
Annexure I attached with this eMail reveals that Dr. R. Tuli Director, NBRI has submitted a CV / application for obtaining the post of Director, NBRI in the year 2005, in his application under heading “Research Paper” he mentioned 48 research publications to his credit, however, this was a wrong information because 3 Newsletter items (at Sl. No. 10, 13 & 15 at page no. 7 of CV) were shown as Research papers and thus his claim of 48 research publications was fabricated.
False claim about technologies
In the same CV he has submitted false claim of bring several lakh rupees from BT cotton technology in NBRI developed by him.
Annexure I, Page 10 at Sl. No. XI point no. 2 shows that in his application submitted in 2005 he mentioned that he has undertaken Swaran Bharat Biotechnology Pvt. Ltd. Project entitled “Development of Pharmaceutically important plants” of Rs. 70.00 lakh and obtained 3% royalty to NBRI. NBRI vide letter no. Info/RTI-243/2008 dated 26.02.2008 confirmed that Dr. R. Tuli has not received any royalty in this technology and the project value was only 25.00 lakh & not Rs. 70.00 Lakh.
Annexure I, Page 11 at Sl. No. XI point no. 3 shows that Dr. R. Tuli in his application in 2005 mentioned that he has licensed BT Cotton Technology to J.K. Agri Genetics, Kolkata in Rs. 35.00 lakh with a 3% royalty to NBRI after signing an agreement with them in 2005. NBRI letter Info/RTI-241/2009 dated 3.3.2009 shows that all the three claims were found wrong. Viz. I- NBRI received only Rs. 20.00 lakh upto 2009 from J.K. Agri Genetics, II- no royalty came in NBRI and III- also the license was not given in 2005 but it was given in 2006 as published on Annual Report page 109 of NBRI Annual
Report of NBRI in 2005-06.
Annexure I, Page 11 at Sl. No. XI point no. 4 shwos that Dr. R. Tuli mentioned that he has sold his BT Cotton Technology to Navsari Agriculture University and Gujrat State Seed Corporation for Rs. 30.00 lakh and 15% profit to NBRI. NBRI letter Info/RTI-242/2008 dated 28.2.2008 shows that upto 2009 NBRI received only Rs. 20.00 lakh only and there was no profit to NBRI.
SBBPL letter dated 8.4.2008 shows that his overall claim of developing transgenic cotton was found totally wrong because Dr. R. Tuli’s technology of insect resistant BT Cotton seeds has failed measurably and SBBPL has shown displeasure on this.
PROJECT VIJAY officials has seen two recent reports of NBRI published by Dr. R. Tuli Director, NBRI in the year 2007-08 and 2008-09 and found wrong and fabricated data in Annual reports of NBRI as is evident from the following details:
Annexure II is the page 7 of NBRI Annual Report for the year 2008-09 shows an overview of research publications as under:
“Scientists of the Institute published a total of 208 research papers, out of which 117 were in SCI journals with a total impact factor (IF) of 190.44. As such the average IF per scientist has increased from 1.66 to 2.00 over the last year.”
Annexure III are the pages 118-126 from of NBRI Annual Report for the year 2007-08 shows publication of 172 papers including 115 SCI papers as claimed by Dr. R. Tuli, Director, NBRI.
Annexure IV are the pages 126-136 NBRI Annual Report for the year 2008-09 shows publication of 208 papers including 117 SCI papers as claimed by Dr. R. Tuli, Director, NBRI.
Annexure V shows a critical perusal of papers published in both the years reveals that a lot of research papers which were published in the annual report of 2007-08 were again included in the annual report of 2008-09 so as to show manipulative increase in publications and thus entire presentation about research publications at page 7 of NBRI Annual Report of 2008-09 is wrong and fabricated just to mislead scientific community/ public.

It is worthwhile to mention that Annual Report of an public funded organization are treated as most reliable and image building official documents and it is stored in CSIR and all its institutions and other GOI department including Parliament of our nation and form a reference to everybody / public.
For example a graphic comparison as claimed by Dr. Tuli in NBRI annual report of 2008-09 viz-a-viz factual data gives different figure enclosed:

If Director publishes a fabricated report, then this is a very serious matter and shows that his integrity is doubtful and suitable action should be taken to defame CSIR/NBRI research credibility.
It has been given to understand that Dr. R. Tuli has been making big false claims of various research outputs, but the ground realities are far from truth and it appears that equipments of crores of rupees have been purchased without any output with vested interest.
It is given to understand a some of Rs. 150.00 crore spent by Dr. R. Tuli from 1992-2005 as Scientist ‘F’/’G’ and from February 2006-February 2010 as Director and no new technology has been developed and funds have been spent only to purchase costliest equipments and pile up consumables and sell these back in market gradually.
PROJECT VIJAY officials have also downloaded a stricture passed from Hon’ble High Court against Dr. R. Tuli and which is passed on 9.12.2010 as under:
“It shall be appropriate for the Government of India/opposite parties nos.2 & 3 to hold enquiry with regard to alleged personal rivalry or wrong in the set up of N.B.R.I. in Lucknow to make the atmosphere congenial to scientific research so that persons working in the N.B.R.I., Lucknow may not be deprived of their research work on any ground in any manner. Their research work/papers may not be misused and scientists at N.B.R.I., Lucknow may work in congenial atmosphere. It shall be appropriate for opposite parties no.2 & 3 to take corrective steps immediately.”
It is to be mentioned that publication of false data is crime and amounts to serious corruption however instead ordering an inquiry in the matter DG CSIR has approved a whooping amount of public money to file a SLP in Supreme Court to stop inquiring against Dr. R. Tuli through Mr. Sandeep Sawrup advocate on 5.2.2010.
We hope you will certainly order an inquiry in the matter by some independent agency other than CSIR like CBI because Dr. R. Tuli has an influence in CSIR and thus all complaints against him are suppressed by DG CSIR and he has been given higher position of Director, NBRI making a mockery of Indian Vigilance system & law enforcing agencies and our government.
