The Right to Information Act was introduced by the Government of India in 2005 to curb the growing corruption and lack of transparency. The Act has been in force in Uttar Pradesh along with the rest of the the country since then.
But it is a sad truth that even the Registrar of UPTU, Shri. U.S. Tomar to which over 500 higher educational institutions are affiliated to is unaware of the basic provisions of the RTI Act. This is apparent from a recently filed RTI in which he questions the utility of the information requested by RTI Activist of PROJECT VIJAY, that too only after an appeal was filed when there was no response to the RTI for 31 days. Article 6 (2) of the RTI Act clearly forbids any official from questioning the purpose of an RTI from the applicant. Moreover the response doesn't even clarify whether the response has been given through a Public Information Officer or an Appellate Authority. The RTI filed simply requested a list of officials employed at the universities and their number. There was no question of the information being unattainable or of extremely cumbersome nature.
Moreover RTI Activist filled the complaint in Uttar Pradesh State Information Commission.
It is therefore essential that Shri. U.S. Tomar, Registrar Uttar Paradesh Technical University (UPTU) Sitapur Road Lucknow should be relieved from his duties with immediate effect and the legalities of ther RTI Act 2005 be maintained.
To this end, Project Vijay has sent a letter to Shri B.L. Joshi, Honourable Governor of Uttar Pradesh. Hopefully, strict action will be taken as an example to all those who are still sleeping int heir corrupt offices and so that citizens are not afraid to awaken the enormous power of the RTI Act 2005.

ReplyDeleteA lot of degree certificates for paasout students from batch 2005 to 2012 still not released by u p technical university. RTI application was also submitted to get the information for the list of total students whose markseets/degree certificates not issued by university & the name of responsible officer for that. but there is no answer by PIO Mr. U S Tomer
It is quite shocking to see that even after 3 years of this incident(and i am sure that there must be some more like it), the concerned officer is still maintained at the same designation.

A friend of mine wants to proceed using RTI to get a examination's answer copy RECHECKED. In this regards , we have been trying to contact the university but no one is even PICKING up the phone.

ReplyDeleteI am a passout from akgec , uptu. The college is not returning the security money of around 133 students(15000 each) , and also deducts the sum , with no reasons given for deductions . Also what happens to the intrest earned in 5 years(4 years of btech and 1 year after convo takes place)is unknown
Dear Sir, I passed out in 2010-11 from UPTU university. My roll no.0506331023 Enrollment no. 050633114967 I have not received my B.tech (EC.) degree. I had contacted college (GLA Institute of Engineering & Technology, MATHURA)many times, however they replay that degree has not been received from University. I also contacted university VC and Additional Examination Controller, university asked to provide letter from college stating that the college has not received degree. I provided same to the university and duly signed by Vice chancellor. As per university i have to contact college to collect my degree. these all involved Time and money, University and college both are playing ping pong game and passed 4 and half years.
