EVENT AT DELHI UNIVERSITY 29 October 2009




The Panel Discussion organized by us on 29th Oct 2009 at Delhi University was a success.
Congratulations to all who made this event a success. At first I would like to thank Maj Sangeeta Tomar for the unprecedented and unflinching devotion and zeal with which she ran around and dedicated herself to make this event a grand success.

The Topic

“Is hating politics a crime against our democracy” was well selected, since it generated adequate response from the audience. We must also acknowledge Mr. Biraja Mahapatra for his book, ‘My Call’ from where this topic was picked up.

The whole idea of organizing this programme and conducting such an event was to balloon a topic of Introspection, float an idea to look for ways and means to improve our political system.
We are indeed indebted for the tremendous support offered by our members of Project Vijay from Lucknow, who inspired us and gave us the strength to keep up the good work. Thanks !

WHY PROJECT VIJAY ?

We Indians are great at commenting on the present state of affairs in our country, but at the same time extremely weak in analyzing the true causes and much less the measures that WE can and are supposed to take to solve the various social, economic and political problems. And even when some of the more intellectual citizens venture to find solutions, they are too lazy to implement it. Moreover, the present surroundings are highly unfavourable to any kind of radical change for a noble cause due to our inefficient and irresponsible administration. We can longer rely on our so called representatives sitting in (or most likely absenting themselves from) the Parliament. In the obvious absence of any dedicated and honest leadership, and unimaginable response to rural and urban development issues by bureaucrats and greedy politicians PROJECT VIJAY was born.


Project Vijay is a youth driven initiative for rural and urban development, to fill the striking gap between what is needed on the part of our Government and oblivious youthful workforce and what actually exists today. Project Vijay is more than a superfluous half-attempt at feeding a few dozens or pointing fingers at a couple of politicians. It is an organized revolutionary movement canalizing the power of the modern enlightened youth to uproot problems like corruption, illiteracy, poverty, socio-political ignorance and other factors gnawing at the very heart of India’s development.

The mission to make India a developed and corruption free superpower has begun and will progress persistently until its objective is achieved.

HEALTH



The importance of health in the process of economic and social development has been recognised at all the levels i.e. global, national and state level. It is due to this recognition that at global level 189 countries have framed millennium development goals in September 2000; most of which are directly related to health.To achieve those goals and also to improve the health status of the people of the country Indian Government has put forth various schemes, the ultimate aim of all of which is to improve the health and general well being of the people. But due to loopholes in their implementation and lack of awareness among general public, the beneficiaries are unable to avail services properly.

HEALTH CAMP


PROJECT VIJAY works to increase the utilization of the available health services by creating awareness among general public. For this purpose, we target youths. We empower them with information and knowledge not only related with the healthy lifestyle but also about the existing services. At present youth forms a large section of society and if we succeed to sensitize them on health issue, then its definite that the picture of ailing health of Uttar Pradesh will soon.


Project Vijay organizes health check-up camps on monthly basis. This activity has been started from the month of August 2009. The basic aim of these camps are to provide curative services to those poor and needy people who are unable to avail services at government hospitals due to some reasons like poor accessibility and many more reasons.In these camps patients of various diseases are screened and are provided medication accordingly to the degree of severity of their ailment. Patient of minor ailments are provided free of cost medication in the camp only, while patients of severe illness are referred to other hospitals depending upon the severity of illness.

PROJECT VIJAY identified a multiple-disability afflicted child in the health camp and took up the responsibility of his treatment. PROJECT VIJAY involved many different organization for the same purpose.

WORKING STYLE

Working style of PROJECT VIJAY consists of following stages:
Stage 1.
Selection of targeted area (like village, basti, Ward or slum) on the basis of prior data, complaints and analysis
Stage 2.
Visit of PROJECT VIJAY team
Stage 3.
Person to person discussion for their developmental issues or individual problems which prevent them from exercising the true extent of their potential
Stage 4.
Discussion of such issues of developmental or individual problems with concerned authorities like Panchayat secretaries, Pradhan, Lekhpal or Ward members
Stage 5.
If solutions to the problems presented cannot be reached in the above stage, then discussions are held with higher authorities like the Block Development Office followed by the Chief Development Officer or District Magistrate.
Stage 6.
If any kind of inconsistencies are discovered, then the Right to Information Act 2005 is exercised by concern individual or our RTI Activist to reveal the finer details of the matter.
Stage 7.
When administration/concern departmental response is negative then the problem or issues are forwarded to there concern commission or ministries.

Right To Information Act 2005 (MISSION ANTICORRUPTION)



Citizen action is of paramount importance in uprooting the evil of corruption from our country. No one individual can be the source of change. The whole masses must change. Right from their ‘chalta hai’ attitude to sleeping at home on election day
s. Today, we first give our Government taxes so that the nation can be smoothly run and developed, and then give it more money in the form of bribes so that it doesn’t do what it is supposed to do.
Most of us are aware of one or two fundamental rights, and zero duties. An even lesser fraction actually understands and practices them. This needs to change at once. The citizens must be made fully aware of their duties- both constitutional and
moral. Only when each one performs his or her duty can the nation move forward. And only when one performs his duties well can he have his rights, which again he must be fully aware of before exercising. A citizen’s work doesn’t end at bearing injustice and corruption and complaining uselessly. There are numerous such provisions like Right to Information Acts which permit the common person to fight against corruption. We need to make sure that such means are open to all and used fully.


The introduction to the Right to Information Act, 2005 in the Constitution of India is as follows-

An Act to provide for setting out the practical regime of right to information for citizens to secure access to information under the control of public authorities, in order to promote transparency and accountability in the working of every public authority, the constitution of a Central Information Commission and State Information Commissions and for matters connected therewith or incidental thereto.
Whereas the Constitution of India has established democratic Republic;
And whereas democracy requires an informed citizenry and transparency of information which are vital to its functioning and also to contain corruption and to hold Governments and their instrumentalities accountable to the governed;
And whereas revelation of information in actual practice is likely to conflict with other public interests including efficient operations of the Governments, optimum use of limited fiscal resources and the preservation of confidentiality of sensitive information;
And whereas it is necessary to harmonise these conflicting interests while preserving the paramountcy of the democratic ideal;
Now, therefore, it is expedient to provide for furnishing certain information to citizens who desire to have it.

PROJECT VIJAY finds out Offenses in St. Joseph Sr. Secondary School, Auraiya (UP) CBSE Affiliated School




Project Vijay Auraiya Unit, found a very unimaginable picture of today's education system. The stories are an eye-opener to any of the intellects and makes one think of how much irregularities have crept in our pious education system . Project Vijay of Distt. Auraiya used RTI and open survey route to find out irregularities in St. Joseph School Dibiyapur Distt. Auraiya (UP) . You name the irregularity , and it is there in St. Joseph School Dibiyapur Distt. Auraiya (UP).Though
the school is affiliated to CBSE board and boasts of one of the best schools run by NTPC a leading public sector undertaking.

The School management is involved in:
Ø sales tax evasion by illegal sale of private books that are not approved by NCERT.
Ø over capacity admissions violating the admission norms Arbitrary appointments of staff
Ø arbitrary fee-structure
Ø violation of reservation norms in admissions
Ø irregularities in distribution of scholarships etc. etc. and thelist is endless.

PROJECT VIJAY found corruption in “bhoomi sarankshan vibhag distt. etawah UP” in the context, social help of tsunami effected individuals


The Indian Ocean Tsunami caused catastrophic damage to the Indian coasts. As a relief measure, Government officials contributed a day's salary to the cause. Officials from the 'Environment Protection Department', Etawah also contributed a day's earnings. But it is a matter of extreme shame that these funds were embezzled by some corrupt officials.


An RTI filed by Radhey Shyam RTI Activist, Project Vijay revealed that the Demand Draft of the relief funds never reached the District Magistrate. A written complaint regarding the this scandal was lodged with the District Magistrate by a few officials in written form. At the same time, the Officer, Muneshwar Lal explained that in 05, one day's salary from the department was cut and the cashier was directed to make a bank draft and hand over the same to the District Magistrate. According to him, he had completed his part in the relief work by 31st May, 05 but wrote a letter to the District Magistrate only after the issue came to light. The revelation by Project Vijay showed that the earnings kept aside for the relief work was returned to the accounts of the workers; which might not be completely true. As a result, Project Vijay has asked the district Magistrate to perform a detailed inquiry of the issue.

VOTER AWARENESS CAMPAIGN



The great freedom fighters, who sacrifice there everything for made this independent nation like ahatma Gandhi, Dr. Bheem Rao Ambedkar, Sardar Bhagat Singh, Rani Lakshmi Bai, Netaji Shubhash Chandra Bose, Ram Manohar Lohiya, Sardar Vallabh Bhai Patel, and Maulana Abul Kalam Azad etc. had a dream to make INDIA a “crime & corruption free nation”. Their dream was materialized by certain politicians and their political parties in the early post-independent INDIA i.e. after 1947. But as after the year 1980’s many regional political parties mushroomed in the country which diluted the Indian politics with their personal interests. These parties divided the country into in-numerous small fragments on the basis of caste, creed, colour, region, religion etc. and sowed the seeds of corruption and disharmony within the country or nation. The criminal records of the candidates were ignored by these parties and tickets were given to wealthy and powerful people, neglecting the truly deserving and worthy candidates. This was just the beginning of a nation-wide disaster, these unworthy yet wealthy candidates got their way to the LOK SABHA and the VIDHAN SABHA by using unfair means like booth capturing, emotionally blackmailing and befooling voters as well as buying votes. Criminalisation of politics & political parties kept on piling up day-by-day. Majority of these politicians are from the states of UTTAR PRDESH, BIHAR, JHARKHAND, CHATTISGARH & MADHYA PRADESH



Apart from Political parties, the Industrialists, the social organizations, and the beurocracy are equally responsible for the CRIMINALIZATION of the INDIAN POLITICS. If the Industrialists of the country, support the honest social organizations to abolish crime and corruption from the nation, then these organizations can actually play a significant role to help, to make the common man aware of their rights and duties etc. and hence, can curb these problems very well at the grass root level. Even the election commission can’t run away from its duties, common man should be made aware of the history of the candidates with a criminal background by the help of these social associations/organisations by displaying on HAND BILLS, POSTERS, BANNERS, PRINT AND ELECTRONIC MEDIA, in the respective constituency regions.

Its apparent that the politicians and the social workers sit in their air conditioned auditorium or air-conditioned cabins and solve the problems of common man there. But the truth is just the opposite of this and the irony is that the industrialists and people from the higher society also support only these materialistic and selfish organizations. The actual need of awareness is in the rural or urban backward areas.


As our experiences, 80% of the country's population lives in the rural or urban backward areas whose votes count more than 60% of the total votes. This rural or urban backward public/people of India can be made aware of their fundamental rights and duties within time by social organizations. So that, these people cast their votes to a learned, honest and truly deserving candidate; transcending the borders of caste, creed, region and religion. And hence a truly worthy candidate could be elected as a member of various political bodies like loksabha & vidhan sabha’s etc.


A common voter should be made aware to ask the candidate to duly sign the “lok ghoshna patra” (undertaking by parliament candidates regarding local & regional development issues) and thus, remind the candidate of his promises with the help of media, letters and dialogue.


Project Vijay ran the Voter Awareness Campaign in a revolutionary way in the backward & outward villages of Distt. Auraiya which is the most criminalized area of Uttar Pradesh. As we all know that India is democratic country where every common people get an opportunity to elect a democratic government. Though the elections, most important part of democracy, people from all sections of society who are supposed to directly participate in the elections. The young and wit full volunteers of PROJECT VIJAY, fulfilled their duties towards the society & our pride nation by running voter awareness campaign (Matdata Jagruta Abhiyan) in this loksabha election 2009 in the grass root level of Uttar Pradesh.

Rule 49O is statutory rules & orders in The conduct of Election Rules, 1961 of ELECTION COMMISSION of INDIA, gives the right to a Elector deciding "not to vote" . This rule states that if none of the candidates seem appealing or worthy enough to the elector or, if the elector does not want to vote for any of the listed candidates, elector can choose "not to vote" procedure. For this, elector has to inform this to the election officer of particular election booth. Thereafter “Form 17A" would be provided to the voter by the Election Officer in the voter register. In this form the voter has to specify elector identity by signature or thumb impression. After this the election officer will put the ink mark on the "Index finger" of the concerned elector (like any other elector) and intimate the same to the Presiding Officer.

Thus, in present election procedure itself there is a facility to filter out un-eligible candidates from reaching the parliament. During counting of votes the "not to vote" are separately counted. Although, there is no set procedure, or set of rules that could define "what to do if the number of such kind of votes (not to vote) are more than the number of votes given to the winning candidate?". So, It is our sole responsibility to promote vote for “not to vote” campaign, to prevent the entry of unworthy, corrupt and irresponsible candidates into the parliament. Promoting this concept on grass root level would help us to Decriminalise the Indian politics.


PROJECT VIJAY is all set to promoted VOTE FOR “NOT TO VOTE”, in the most criminalized areas of UTTAR PRADESH.

Environment Wing

The role of environment cannot be overemphasized with respect to both India and the world at large. Though the environment may not seem to have a direct bearing on the current problems of our society in an instantaneous manner, it does have a profound long-term and ever-lasting effect on everyone. Especially in the context of India, where a large portion of the population lives in unhygienic slums and dirty shacks, incidence of respiratory diseases and pollution related health hazards is rising; thus, it is of prime importance to keep a check on the environment. At the same time, we cannot depend on expensive environmental sustainability measures and complicated procedures like the ones used by developed countries (who cause the most environmental degradation in the first place!).

The measures, here in India MUST satisfy commercial profit motives and social acceptability norms before being implemented. We cannot afford to be idealistic and force students to mug up environmental education books and allocate funds randomly hoping that the things will get sorted out by themselves. It is now time for us to get together and implement a practical action plan for sustainable development. And it was arguments like these that finally lead to the formation of a separate Environmental Wing of Project Vijay to address the aforementioned issues that will very well bear a huge impact on India’s economic growth.

As a brand new wing, we have a lot to do in the near future and to achieve our goals we have amassed considerable support and participation, especially from energetic school students, including some particularly experienced ones. The aim is clear—to usher in a revolution by enforcing commercial plans and silently reaching out to every corner by immobilizing the immense power of the youth instead of just getting down on the streets and shouting slogans to a deaf adult community.

The methodology of the Environmental Wing involves the use of mass media like internet and films. The internet in particular, with its wide social networking sites, connecting the informed youth, can serve as an excellent base of operations, including spread of innovative ideas, debating on important issues, brainstorming for solutions to immediate problems and signing online petitions for changes. Besides that, there will be periodical student conferences to spread the word to people not connected to the internet and inspire leadership and person to person connectivity. Depending on the response, there might even be monthly journals or e-newsletters in the future. Other important objectives of the Environmental Wing include formation and training of environmental clubs at school and promotion of contests that will motivate others to take actions towards environmental sustainability. One such innovative contest is already in the process of being organized under the aegis of Exnora, Lucknow, which has also been extremely keen on helping us with their whole lot of experience in any ways they can. Hopefully, we will be able to convert most of our plans into reality and make a real difference to our environment- no matter how localized to begin with. Details about the contest and some of the practical commercial ideas will be posted soon. So keep checking this space!
