NCERT highly appreciates the effort of PROJECT VIJAY regarding the proposal to include RTI Act 2005 in the curriculum for Secondary & Higher education in India

VICTORY OF PROJECT VIJAY

Project VIJAY is a registered youth organization that strives to free our country from the social, economic and political evils and promote development for the weaker section of the society. In this regard, it has extensively used the Right to Information Act to uncover numerous cases of corruption in Government offices, schools, colleges, scientific institutions, etc. Project Vijay aspires to empower the people of the country by making them aware of their rights and duties. It has organized numerous RTI awareness campaigns and seminars too.


On 25-02-2010 the Secretary of Project Vijay, Mahendra Pratap Singh sent a proposal to the Kapil Sibal, Hon’ble Minister of HRD and some other higher officials of Union Government, highlighting the importance of the RTI Act 2005 in the curriculum  or secondary & higher education of India (Ref No. pv/rti/05) so that youth of the country may take part for the welfare of the nation. 






In response, Ref F. 11-01/2010-Sch.4,  Mr. Gulab Singh, Under Secretary Govt. of India, Ministry of Human Resource Development, Department of School Education & Literacy forwarded it to NCERT on 22-06-2010 for examining the proposal & sent comment directly to us following intimation from the HRD Ministry



Where NCERT received the proposal with great appreciation and replied with Ref No. F. 10-62/2010-C&P on 23-07-2010 by promising for development of new supplementary reading material on RTI to strengthen the understanding and implementation of the RTI Act 2005 since it promotes accountability and transparency in the functioning of public institutions. It is hoped that this effort will further help educate the youth of our country on how to fight the menacing corruption in our country in a fast and forceful manner using their constitutional rights.



 We would like to express our gratitude to the Union Government for accepting this proposal and hope that the the RTI Act will be further incorporated into the syllabus for higher education. We also hope that the media will take due steps to promote sensitization of this Act and bring it to the knowledge of citizens of India so that they may use it for the benefit of the nation and safeguarding of their own rights.

Respected Police Authority,

This is to inform you that I am a social activist wand have been using RTI Act for social welfare & elimination of corruption from higher education, along with other areas of social justice and working for nation integration as a responsible citizen of our pride nation & secretary of PROJECT VIJAY . I had to reach railway station for Varanasi by Train No. 0458 Train Name  ANVR BSB SF SPL, PNR no. 230-6614506, which was scheduled to depart from Lucknow JN 02:00 AM today (25th May 2010) to Varanasi, but i met with an accident last night (Time 00:45 AM & Place- Lohia Fourway, near Ram Manohar Lohiya Park Gomti Nagar Lucknow Uttar Pradesh). The accident which looked intentionally planned, occurred with a new white car with dark black window glasses (don't know the brand name) which hit my bike deliberately due to which one of my legs got fractured and I could not reach to Lucknow Railway Station. Moreover, it returned at the same spot after a little while to inspect the amount of damage done and speeded away.

Its my kind request to the authorities to  be more vigilant so that activists like me would not have to go through such incidents.

Several discrepancies in the malfunctioning of Uttar Pradesh Technical University, Sitapur Road Lucknow (UP)

Uttar Pradesh Technical University, to which over 500 colleges are affiliated, is Asia’s biggest Technical University. Ironically, the same body seems to be one of the most corrupted and inefficient bodies with the lives of over 3,67,000 students being toyed with at the hands of an administration bent on making money. The students are enrolled into these colleges at great financial burden to their parents who take loans and sell property to pay the exorbitant fees unaware of the uncertain future to which they trust their children to.

As highlighted in recent media reports by “Aavaran Katha”, “Nishpaksh Pratidin”. “Samar Shikhar” and “Swatantra Bharat”, the majority of the new colleges affiliated to UPTU are fake and illegally maintained. The discrepancies have come to the fore now that the Central Bureau of Investigation has begun taking action against those responsible for this scam. UPTU has been running in the form of a syndicate in the hands of 5-6 corrupt minds which handled everything right from setting the fees, to granting approval by forged means and making deals with the approving bodies. In addition to the core group, a team of 20-25 people has been working constantly since the beginning to achieve these malicious ends.

PROJECT VIJAY's attempt to save the scientific community from the growing corruption


In a sad display of the level of corruption in our country, the former Director of the National Botanical Research Institute, Lucknow (UP) Rakesh Tulli, inspite of complaints of illegal activities and forgery, by the Prime Minister, Parlimentarian, Maneka Gandhi, Murli Manohar Joshi, CBI and High Court, was made the Director of the National Agro Food Biotechnological Institute in February. After illegal transactions worth crores since 2005, when he became the Director, it didn't take him long to jump bases to NABI from NBRI, Lucknow after his scam was exposed. Through forged documents, fake names and deceit, he managed to "write off" equipment worth about to one crore which never actually arrived at the laboratories. Moreover, he even faked his qualifications for the post. For instance, he has an M.Sc. degree in only 1 subject as opposed to 3. He prophesied a Ph.D. from Gujrat University, even though the university denies ever awarding class distinctions to Ph.D. scholars.







It is obvious that Dr. Rakesh Tulli has mislead the scientific community and stolen away public money for his own personal greed. Youth organization, Project Vijay has been reaching out to every medium from CBI to the Government in a bit to end this horrifying case of corruption. It is hoped that strict action will be taken against him instead of allowing him to run free and continue being a liability to our nation.

PROJECT VIJAY filed the complaint Ministry of HRD for the investigation on following matter's

1.     Establishment of Amity University 
2.     Land Issue of Amity University, Lucknow Campus
3.     Misusing of UGC’s Monogram
4.     Misusing of UGC 's name in advertisements
5.     Unconstitutional Distance Education Programmes conducted by Amity University Uttar Pradesh


Ministry of HRD forwrded our complaint to UGC vide No. 5-01/2010-U.II dated 25/02/10
