PROJECT VIJAY filed the complaint Ministry of HRD for the investigation on following matter's

1.     Establishment of Amity University 
2.     Land Issue of Amity University, Lucknow Campus
3.     Misusing of UGC’s Monogram
4.     Misusing of UGC 's name in advertisements
5.     Unconstitutional Distance Education Programmes conducted by Amity University Uttar Pradesh

Severe inconsistencies in the M.Tech program in Biotechnology at Institute of Engineering & Technology College, Sitapur Road, Lucknow (Constituent College of UPTU)


Severe inconsistencies in the M.Tech program in Biotechnology at Institute of Engineering & Technology College, Sitapur Road, Lucknow (Constituent College of Uttar Pradesh Technical University). Due to gross negligence and horrifying inefficiency, the stipulate period of completion of a course is often extended well beyond the required 2 years causing great problems to the students concerned.

A major cause of this trouble is the inexplicable delays in declaration of results after the examinations.  Even when the results are declared, it takes extremely long for the marksheets to be made available to the students. The declared results too contain many abnormalities as students marks are often exchanged with one another. For instance, students who appeared for their examinations in the year 2006 are yet to receive their marksheets after their results were declared.

In addition to this, the dissertation project or thesis, which is supposed to be completed within 6 months often runs into long periods between 1 and 1.5 years due to lack of availability of professors for their assessment. The reason for this is not too hard to find, there is only one permanent faculty in the department.

Therefore we request the concerned authoritative bodies to take immediate actions to ensure that the quality of education is restored at the I.E.T. College and students do not have to face a loss of credibility in their educational qualifications and be subjected to endless pressure and uncertainty.

Financial embezzlement of public money, about 75 Lakh by Dr. Tuli (Former Director NBRI, Lucknow)


PROJECT VIJAY officials has exposed financial embezzlement of Dr. R. Tuli to the extent of Rs. 50.00 lakh and filed complaints to VP CSIR, CBI & CVC on 4.2.2010.
Govt. agencies like CBI and CVO, CSIR have taken cognigence of complaint filed by Project Vijay officials.
CBI has forwarded the complaint vide by No. 515/C dated 8.2.2010 to HOZ (ACHa) Lucknow on 8.2.2010.
CVO, CSIR has also setup an inquiry in the matter. Project Vijay officials have found out that the total financial embezzlement is around one crore. Dr. R. Tuli using his power and post has written off equipments of worth about 75 Lakh alone in his name. A latest list has been supplied to CBI and CVO, CSIR. Majority of the equipments were never came in NBRI and never installed and were declared written off.
CSIR has desired investigation on the matter and we have come to know the following:
A committee consisting of only NBRI officials has been made which consists of favorite officials/friends of Dr. R. Tuli to hush up the matter in 2 weeks.
COA Shri Dhirendra Kumar has been removed from NBRI on 10.11.2009 on Saturday so that fair investigation can be manipulated.
Committee will try to take photograph of similar equipments from some other sections in NBRI or sister labs of CSIR, Lucknow & there is a plan to send a report to CSIR just to hush up the matter as if everything is normal.
It is also planned to bring material from “Kabari” & somehow justify the presence of equipments.
It has been given to understand that a lot of missing equipments, NBRI store has refused these to be declared as written off then Dr. R. Tuli got it issued in the name of his favorite scientist Dr. P.K. Singh, but the fact is that those equipments are not at all present in NBRI. Thus Dr. R. Tuli has saved himself from this corruption & left his colleagues to face the music & get implicated in vigilance cases and face financial recoveries.
It requested to immediately all records must be ceased & the material should be inspected on the basis of serial numbers of equipments in presence of CBI officials so that truth can be ascertained.

Emoluments of research scholar of nation was increased on the effort of PROJECT VIJAY

We want to thank our government on behalf of PROJECT VIJAY team, for the revision in the emoluments provided to research scholars.This letter is with reference to the Office Memorandum released by Finance Officer Technology Bhavan  31st March 2010 (Copy of OM Enclosed) containing the information regarding the respective increase in the emoluments received by research scholars.





As a youth cantered social organization, PROJECT VIJAY was requesting the government to reform the emolument structure of the research scholars for a long time and this revision is definitely a good remuneration of the efforts made by the organization as we also written letter to concerned authorities for same (Copy of letter is enclosed).




We appreciate the increase in the present emoluments of research scholars but,this structure is also not at par with the work and service of research scholars and, we are sure that government will further increase the emoluments received by research scholars to encourage research and development by making it a highly paid and attractive career option for professionals.

Shri. U S Tomar, Registrar Uttar Pradesh Technical University (UPTU), violated RTI Act 2005

The Right to Information Act was introduced by the Government of India in 2005 to curb the growing corruption and lack of transparency. The Act has been in force in Uttar Pradesh along with the rest of the the country since then.






But it is a sad truth that even the Registrar of UPTU, Shri. U.S. Tomar to which over 500 higher educational institutions are affiliated to is unaware of the basic provisions of the RTI Act. This is apparent from a recently filed RTI in which he questions the utility of the information requested by RTI Activist of PROJECT VIJAY, that too only after an appeal was filed when there was no response to the RTI for 31 days. Article 6 (2) of the RTI Act clearly forbids any official from questioning the purpose of an RTI from the applicant. Moreover the response doesn't even clarify whether the response has been given through a Public Information Officer or an Appellate Authority. The RTI filed simply requested a list of officials employed at the universities and their number. There was no question of the information being unattainable or of extremely cumbersome nature.

Moreover RTI Activist filled the complaint in Uttar Pradesh State Information Commission. 

It is therefore essential that Shri. U.S. Tomar, Registrar Uttar Paradesh Technical University (UPTU) Sitapur Road Lucknow should be relieved from his duties with immediate effect and the legalities of ther RTI Act 2005 be maintained. 

To this end, Project Vijay has sent a letter to Shri B.L. Joshi, Honourable Governor of Uttar Pradesh. Hopefully, strict action will be taken as an example to all those who are still sleeping int heir corrupt offices and so that citizens are not afraid to awaken the enormous power of the RTI Act 2005.

TOBACCO FREE NATION CAMP WAS ORGANISED AT BEHIND THE SLUM OF RAAM MANOHAR LOHIA HOSPITAL LUCKNOW DATED 7/04/10


As a responsible citizen of India we have taken an initiative step towards making India tobacco free.  The most important thing which is being noticed that not only youth but children have also started consuming tobacco at the early age of 6 yrs. The age range of consumers are falling day by day. As a fact we know 8-9 lakh Indian die because of tobacco related disease every year. Everyday 5500 Indian youth start smoking, they must be protected. This camp was an initiative toward making India free from the tobacco. Free dental/oral health checkups followed by a Rally with the citizen of slum area has also been conducted. The camp was accomplished with the pledge ceremony by the children of slum area  about  quieting the habit of tobacco. In the same context, We have visited a slum area known as Gandhi Nagar ward behind Lohiya  hospital, Gomti Nagar, Lucknow (UP) About 120 patient was diagnosed and maximum number  of child is participated. Mission was initiated by Mr. Himanshu (Karamveer chakra awardee) Abhishek (social worker ),Mahendra (Young RTI Actvist) , Dr. Rahul Soni, Dr. Shambhavi Singh, Dr. Satya Gupta, Dr. Priyanka Srivastava, Dr.Siddharth, Miss. Pooja Pandey (Project Vijay Health Coordinator), Miss. Monika, Miss. Seema Miss. Garima
